A few days ago, HTC confirmed that the U.S. and Canadian HTC One versions will get the Android 4.3 by the end of September but just before few week a well know xda developer 
 LlabTooFeR  has posted the ROM on xda-developers AKA Maximus HD 12.1.0 ,  based on firmware version 3.09.401.1 and according to the android Central he will be releasing a untoched firmware version on August 28. If you were waiting for the HTC update then certainley you can get a touch of the Android 4.3 before the official update. You can get the Maximus HD 12.1.0 from this link
